- :: :: GREETINGS to all and the newcomers to this list. We'd
like to introduce ourselves. George and Rita Williams founded
this ministry. We were Mormons (Temple Mormons) for 20 years.
We prayed to God in 1992 to allow us to do a ministry speaking
out against Scientology. Six months later God led us to the truth:
out of the cult of Mormonism. We did not know at the time we
were in a cult. No-one had witnessed to us in 20 years. [George
passed away to heaven in March 2003 and Nicholas Stivers joined
the ministry as Vice President.]
- The Holy Spirit brought us to information about all the cults
and the present development of the New World Order. We began
bringing our research to you. Because all the research was already
done, we decided to build a library within Cephas Ministry. Our
newsletters are not designed to provoke
anger or resistance to evil which is strictly prohibited in Scripture.
It is to shed light on activities by those who would deceive
the elect by devious methods and systematic plans.
- We are Bible students and have left all worldly organizations.
- The focus of these newsletters is to prove why we had
to leave the world system. We are called 'Watchmen on the
Wall' which God always had during the Old / New Testament Times.
- To understand what is happening, one has to know the Bible
to compare notes.
- The first section is about the church.
The news about churches is unedited unless indicated by Ednotes.
The church as we knew it, is undergoing disintegration. This
began on a fast track in the early nineteen sixties when the
Catholic Church produced liberal Vatican II to replace Vatican
I.
- The trend since then has been ecumenical which is truly what
the word 'Catholicism' means: a universal religion all
inclusive and multicultural. The Bible calls for a final church
which doesn't resemble what Jesus taught. The Word of God has
undergone many changes to fit the present mode. The Bible calls
for a falling away from the truth before Jesus
comes back for His Bride, the true believers called 'Ekklesia.'
Our newsletters prove this fact and prove that the Bible is true
from beginning to end.
- The second section is about globalism
where we bring your attention to the social, political and global
trend, so called democratizing what is left. One third of the
world still remains to be taken over. It again proves that we
are moving to closure of the times of the Gentiles prophesied
in the Bible.
- The third section compliments End Time
teachings with what is happening in Israel. We describe and watch
for signs of the coming Tribulation to confirm that we are moving
into that space and time.
- Watchmen on the wall do not solicit memberships. We have
an email group that gets information when we upload new information
and a newsletter whenever it is possible time wise. We love the
Lord with all our hearts and minds and we love all people God
has created but especially those who love our Lord and Savior,

- DISCERNMENT MINISTRIES UNDER FIRE RESPOND TO ACCUSATIONS:
- TEXE MARRS: "A HIGHER CALLING "
- [Ednote: Cephas Ministry contacted Texe Marrs recently noting
complaints we had received about Texe's seemingly anti semitic
preaching in recent month. Cephas Ministry has been receiving
'Power of Prophecy' Newsletters for many years and seriously
doubted that there was a problem. We sent him a number of Scripture
studies we did for our hard copy newsletter in 2004. Texe wrote
a seven page handwritten letter to reassure us that we are still
in agreement and that we will meet in heaven one day. Texe also
made his stand very clear in his March 2005 newsletter where
he addresses the whole issue to set the record straight. Please
see an excerpt! End of note]
- March 2005 - Excerpt: ".. Not wishing to give these
"mistaken" individuals any more publicity than they
deserve, I'll relate to you what they're saying about me without
mentioning their names. That might give them the big head, being
named and all, so I'll forego the boosting of these men's false
pride.
- Jewish Christians Won't Be Raptured?
First, there's the fellow on the East Coast, in Florida, who
recently wrote a page 1 article about Texe Marrs in a newsletter.
According to this gentleman, Texe Marrs is anti-jew. How so?
Well, the newsletter writer claims that one of my prime teachings
is that Jews who are Christians will not be raptured. He says
that Texe Marrs teaches that only Gentiles will be raptured!
- But, is that really what I teach? No! Absolutely not! Anyone
who has followed Power of Prophecy ministries for any length
of time knows full well that I teach exactly the opposite. I
have gone to great pains to make clear my strong, unyielding
belief that God is not a racist. Power of Prophecy and Texe Marrs
have always stressed that if you are a Christian, you're a Christian,
period.
- A Jew or a Gentile who trusts in Jesus is born again, a new
creation. DNA or ethnic origin doesn't matter one whit as far
as the rapture is concerned. You must be born again through faith
in Jesus Christ (John 3:16; and 3:3). How could the newsletter
writer in Florida get it so wrong?
- Another Whopper
Another whopper of a lie in this same newsletter alleges that
Texe Marrs is so scripturally off he doesn't know that the Bible
refers to two different Jerusalems, one earthly and one heavenly.
- Say what? Obviously, the poor, uninformed guy who wrote this
doesn't know that Power of Prophecy offers my audiotape report,
The Two Jerusalems, explaining exactly this point. Also, there
is my two-tape set, No Zion Without A King, No King But King
Jesus, that goes into great detail. I doubt this critic has heard
these tapes or read any of the newsletter articles I've written
on the two Jerusalems. Question is, why was he in such a big
hurry to speak ill of me, without bothering to even do a cursory
investigation of what Texe Marrs so openly teaches?
- Replacement Theology
Then, there is the TBN televangelist who's mad as a wet hen because
I exposed him and his co-TV host wife as dupes of Catholicism.
He recently assured viewers of his TV show that Texe Marrs is
anti-Semitic because, he claims, I teach something he calls "Replacement
Theology." This, he says, is the unscriptural concept that
the Church has replaced Israel and that God no longer has a prophetic
role for Israel.
- Sadly, this pitiful guy has no idea what he's talking about.
Actually, what I teach is right out of the Bible—that the
Church hasn't replaced Israel. It is Israel!
- The Scriptures clearly tell us that God has broken down the
wall, or partition, between Jews and Gentiles, so that, through
faith, they are now one in Christ Jesus. The Scriptures emphasize:
"And if ye be Christ's, then are ye Abraham's seed and heirs
according to the promise." (Galatians 3:29).
- The Scriptures assure us (Galatians 3:25-28) that in Christ
Jesus, there is no difference whatsoever between Jew and Gentile.
Jews and Gentiles who have faith in Jesus are both God's Chosen.
They are "Abraham's seed;" "living stones"
who make up the Temple of God. They are the Church, the "elect"
of the living God. In sum, God's people are God's people, period!

- AN OPEN LETTER TO TEXE MARRS FROM CEPHAS MINISTRIES
- "... I'm in shock how these powerful evangelists that
I listened to for years and enjoyed can be running the broad
road and now I'm doubly shocked to find discernment ministries
losing it. I found out that Watchman Fellowship who was also
a big help in my learning process went the way of Billy Graham
and has lured all but a few under his wings and made them sign
off on ecumenism. He called on me a number of times but I refused
to bow to this system.
- Some months ago I began hearing that you have turned a corner
and are condemning all Jews to hell without exception.
- At first I didn't want to admit it to myself, I thought maybe
there was something that you just didn't bring up to assure us
that you were still on the same path we are. I'm always on overload
with work because Cephas Ministry is a very busy place. I did
my hard copy newsletter Christmas for the whole year and I did
Scripture studies for each month with you in mind. I wanted to
verify if I had it right because in my mind teaching the way
you do, it couldn't be that you didn't have it right. It had

- Dear Sister Rita, February 20, 2005
- I received your wonderful letter, also the enclosed essay
from Brother Nicholas, and the great Cephas Newsletters. I have
always been blessed by the Cephas materials and so much appreciate
what you and George accomplished through God's strength.
While I do not have time enough at this moment to answer all
of your concerns, please let me simply say that I am not surprised
that people are saying untrue things about Texe Marrs. Whenever
we go up against Satan's Kingdom - especially those parts of
it that are most vital to it's wicked functioning - He (Satan)
his helpers come after you.
Now, because I expose Jewish hatred of Christianity, Jewish greed,
Jewish conspiracy, the denizens of hell are angry. In the past
God has granted me the privilege of fighting against the false
Bible versions, the New Age, the Occult, the Secret Societies,
Liberalism, Masonry, Billy Graham and the Apostasy, and so on.
I have had the privilege from God to unmask Republicans and Democrats,
evil in America and China and Europe and everywhere in the world.
I have exposed the evil religions, including the Satanism of
Islam, and so much more.
- Now, I am happy. I see, dear Rita that the devil is making
great headway today by deceiving the masses, if it were possible
the very elect, by mixing Christianity with the same false religion
that Jesus said is from hell - Judaism. And the devil
is conquering the multitudes, even causing many "Christians"
to fall away. (2 Thessalonians 2) by presenting the system
and city God warns is "Sodom and Egypt" spiritually
- Jerusalem, in Revelation, as something holy and desirable.
- Thus, it is easy on a man when he attacks rock music, pornography,
liberalism, but what the devil hates most is a man's exposure
of the Judaisers, the Jewish vices, and earthly Jerusalem
(Sodom and Egypt).
- Many laud Texe Marrs for bashing America, my home country,
but they call it anti-Semitism for me to expose Satanism among
the Jews.
- That, Rita, is why God encourages me to continue my work.
When the devil is most angry, we of Jesus our Lord and Savior,
are doing the most good.
- Now, quickly, may I be so bold as to respond to just a few
parts in your wonderful letter:
- 1) My beliefs are never hidden. I hate and despise concealment
because, as believers, our faith must be openly taught for all
to see. Nothing is done in secret. So, my views are as I see
God's Word and His calling, and I love to discuss them openly
with sisters - like Rita of Cephas! It is an honor to do so.
Praise God.!
- 2) It is impossible for me to "condemn all Jews to
hell without exception." Indeed, this would be a grievous
sin and a devilish act. It is exactly the opposite of what I
truly teach!
3) Whosoever believeth in Him shall be saved. This is
the New Covenant, and it is for Jews and Gentiles alike. My ministry
is to Jews and Gentiles and I love them all and want all Jews
and Gentiles in heaven with me forever!

with the Religious Right is the fact that he has been a mainspring
in many videos about cults filmed or distributed by Jeremiah
Films (Founder Pat Matrisciana) and others. The Matriscianas
founded an organization named 'Citizens for Honest Government',
which was one of locomotives in getting the Christian Right into
office. They produced political videos as well, and they landed

- RICK WARREN SAYS GLOBAL IS OUR GENERATION
- The next phase of the game plan of the new evangelical gurus,
(Rick Warren, Robert Schuller, and Bruce Wilkinson) is God’s
plan to change the world through the seeker-friendly churches
that buy into Rick Warren's new global peace plan that he says
WILL HAPPEN. PEACE stands for:

- This all sounds very noble but hasn't the church already
been doing this peace program for 2000 years? Now all of a sudden
because a few gurus say they have a global peace plan to change
the world it becomes "Gods plan" and it is going to
take place in our generation?! Where does preach the gospel of
Jesus Christ for salvation of sinners come in? It certainly is
not presented in the seeker-friendly services of Warren and Schuller.
If these are the type of churches they intend to plant then maybe
God is not in this global peace plan at all.
- The “New Age” (now repackaged and called New Spirituality)
also has a P.E.A.C.E. plan presented by Neale Donald Walsch,
the author of A Conversion with God. By the way, Walsch has high
praise for Robert Schuller. Walsch’s PEACE plan is:
- P ermit ourselves to acknowledge that some of our
old beliefs about God and about Life are no longer working.
- E xplore the possibility that there is something we
do not understand about God and about life, the understanding
of which could change everything.
- A nnounce that we are willing for new understandings
of God and Life to now be brought forth, understandings that
could produce a new way of life on this planet.
- C ourageously examine these new understandings and
if they align with our personal inner truth and knowing, to enlarge
our belief system to include them.
- E xpress our lives as a demonstration of our highest
beliefs, rather than as a denial of them

- Is all this just a coincidence or is there a connection between
Rick Warren, Robert Schuller, Bruce Wilkinson and the New Age/New
Spirituality? I am not going to answer that question because
I do not know if all three men are deceiving on purpose when
dancing to the same tune of the New Age or if one or two of them
are just plain deceived and undiscerning themselves. Read the
book Deceived on Purpose, by Warren Smith, Mountain Stream Press
2004. Learn the facts and then form your own conclusion.

- IS ROBERT SCHULLER A CHRISTIAN OR A WOLF IN SHEEP'S CLOTHING?
- Is it just a coincidence that these three men have the same
mindset and seem to believe that God is in everyone like New
Age pantheism teaches? Is it just a coincidence that they all
have the same world view, and all use the same “new age”
terminology? They also appear on each other's public platforms
to sell their common views. Does any true Christian believe that
Robert Schuller presents the true Gospel and the same Jesus as
the Jesus in the Bible? Then why would evangelical Christians
appear on his platform except to confront his heresy? Those who
believe Schuller has the same Jesus as the Bible have no business
teaching others anything because they themselves obviously cannot
discern truth from falsehood. It could be that those who believe
Robert Schuller is a Christian have never understood the message
in the Bible themselves or it could be that they are just deceived
on purpose.
- Are Schuller’s supporters and his disciples truly born
of the Spirit or do they just have the New Age belief that Jesus
was just another teacher to help us along the path to discover
the Christ in us all? The New Age connection in the gospel of
Robert Schuller is unmistakable and his gospel of SELF-esteem
- positive confession - and what you believe you will receive,
is contrary to the teaching of the Bible. It instead is founded
on the teaching of pagan gurus who themselves admittedly received
the concepts from spirit guides (demons). This is the foundation
of psychology and these demonic concepts are now being sold by
the moneychangers in our churches as truths.When the best selling
religious authors of our time claim to be Christian and use New
Age paraphrases of the Bible and use New Age terminology to sell
what are primarily New Age concepts, what should we believe?
Are these leaders preparing the Church for the return of Jesus
Christ or are they really setting the deceivable up for the end
time deception of the New Age Antichrist? The Bible tells us
in the last days a man will appear speaking great things and
he will come in on a PEACE plan of his own. It is also clear
that in the last days that there will be an all-inclusive world
religion but this universal religion is not of God it is of Satan
and his Antichrist. Jesus made if very clear that He is the only
way to God. Where in all this teaching by Schuller and his latter
day disciples is the teaching that their will be a great end
time deception before Jesus comes? Jesus said the deception would
be so great that even the elect will be deceived if it were possible

The changes in the Worldwide Church of God resulted in 8 breakaway
churches. The Living Church of God was founded after one of these
breakaway churches split. Due to its rejection of some of the
essential doctrines of the Christian faith, the Living Church
of God is considered to be - theologically - a cult of Christianity
Fiedler, of the Town of Waukesha, was "relieved" with
the changes in his Worldwide Church of God in 1995. He is now

in Wisconsin and six other states. But Fiedler said his local
church members who meet in Milwaukee now number only about 75,

agenda - to attempt to force egalitarian and even feminist perspectives

that their changes were a fair reflection of the original Greek

a six million dollar house in Tampa. The St. Petersburg Times
reported that Pastor Rodney Howard-Browne plans to give away
during the revival: A 16-by-10-foot H2 Hummer. Revival Ministries
International will give away a yellow, 2003 H2 Hummer during
its Winter Campmeeting, But it was a 2003 Hummer that was owned
by Rodney through his non profit organization of which he is
the sole chairman. He found out that his Hummer took up too much
gas about 4 miles to a gallon and had to find a reason to give
it away to some unsuspecting fool in the name of the LORD!

 Interspirituality
means a blending together of all religions. The very term itself
contradicts biblical Christianity, for Jesus Christ said there
was only one path to God, only one door, and He is that door.
Once we start to understand interspirituality, we will be able
to see how it is racing into the world at an alarming speed.
- In this issue, we are talking about interspirituality, hoping
to show the vehicle through which it enters. That vehicle? Mysticism.
Or in other words contemplative spirituality. Whether it is called
TM, yoga, centering, or contemplative prayer, the method is the
same and most definitely the results are the same. The method?
Mantra meditation. The results? Great spiritual deception.
This past January, Robert Schuller held his 2005 Leadership Institute
conference, a four-day event. In light of recent statements made
by Saddleback representatives, in which they told of Rick Warren's
distancing from Robert Schuller because of his increasingly liberal
and universalistic beliefs, we find it intriguing to see the
line up of speakers at this year's Schuller event. They include
Jack Hayford, leading pastor and speaker for the Foursquare denomination,
Bill Hybels of Willow Creek and Bruce Wilkinson, author of Prayer
of Jabez.
- Does this mean these leading evangelicals are of Schuller's
persuasion? Surely if Schuller were truly universalist as Saddleback
claims (and we happen to believe) and Rick Warren is distancing
himself from Schuller because of it, won't Rick Warren have to
also now distance himself from Bill Hybels, Bruce Wilkinson,
and many other mainstream Christian leaders? But how can he do
that when they are all using his Purpose-Driven curriculum?
- One can say that just because Rick Warren's buddies and colleagues
are universalist doesn't mean he is. But in all fairness to the
body of Christ, shouldn't Rick Warren send out a warning, knowing
that universalism is a complete contradiction to biblical Christianity?
- Will he continue to support and stand by Bill Hybels and
Bruce Wilkinson? Well maybe not. After all, he has distanced
himself (at least publicly) from long time friend and mentor
Robert Schuller, from whom he received much of his training and
influence. So maybe he will indeed be able to denounce Hybels
and Wilkinson. Hopefully there wasn't any oath or pledge signed
that bound their friendship together. Incidentally, we have received
information that some pastors who want to turn their churches
into official Purpose Driven churches are heading to Robert Schuller
Institute for further training. We're just wondering how Rick
Warren feels about that. Isn't that kind of like cooking a McDonald's
hamburger on the Burger King grills?
Mysticism Molds the Mainstream . Kabbalah, Rumi, labyrinths,
centering prayer. Thousands of Americans are exploring the mystical
aspects of their own faith and others.' Although no studies have
been done, scholars and experts cite anecdotal evidence that
interest in mysticism has been steadily increasing. Judaism,
Roman Catholicism and Islam have long traditions in mysticism,
and it is officially accepted doctrine in the Catholic Church.
Mainline Protestantism has comparatively [little] background
in mysticism, yet experts say that is where mysticism is gaining
the most ground.
- Will the Real Brian McLaren Please Stand Up? It is common
knowledge now that most people consider Brian McLaren the main
leader of the emerging church movement. And Time Magazine
even named him one of 25 top evangelical leaders. But his name
is showing up on the back covers of some very questionable books
- books that declare Christianity is "too limiting,"
books that suggest interspirituality is indeed possible and a
soon-to-be reality.
- While we understand that Brian claims to be a Christian,
these ideas are anything but biblical. We have only one question
for Brian McLaren: "Will the real Brian McLaren please stand
up?"
- Brian McLaren and His Connections to Interspirituality: His
hearty endorsement of Dave Fleming's book, The Seeker's Way in
which Fleming says Christianity is too limiting. On the back
bookcover of Tony Campolo's book, Speaking My Mind, in which
Campolo suggests a union between Christianity and Islam. From
McLaren's website, he suggests such authors as Ken Wilber, who
writes on centering prayer and interspirituality. Recommends

- WOMAN SUES HOSPITAL, SAYS THE THERAPY TURNED HER INTO A WITCH
- Daily Herald, USA - Mar. 18, 2005 - Tona Kunz, Daily Herald
Staff Writer - Shelley Standau went to Delnor-Community Hospital
for help with her depression and ended up a witch. The former
Woodstock resident filed a federal lawsuit against the Geneva-based
hospital this week alleging it did nothing to stop a psychologist
on staff, Letitia Libman of St. Charles, from using witchcraft
on her and eventually inducting her into a Wicca coven. "This
is about as far from the normal psycho-therapeutic care you can
get," said her Chicago attorney Richard Stavins. "She
gets witchcraft and ends up trying to commit suicide three times."
The lawsuit asks for $1 million in damages from the hospital.
Libman was employed with Delnor part time from 1994 to 2002 and
full time until January.
- Libman isn't being sued because Standau is afraid of her,
Stavins said. That fear also forced the 45-year-old to move to
North Carolina to escape Libman and her spells, he said. During
her therapy from September 2001 to June 2004 at the St. Charles
campus of Delnor, Standau was instructed to draw a witch's pentagram,
take a witch's name, use spells and become more promiscuous,
according to the lawsuit. Her therapy consisted of tarot cards,
nudity and self-mutilation, the lawsuit contends. Along with
the witchcraft claims, the lawsuit also alleges Libman tried
to buy illegal drugs from Standau's boyfriend, engaged in erotic
behavior with another patient in front of Standau and talked
of drugging the drink of a doctor she had a sexual relationship
with.
- The treatments lead Standau to become ostracized by her family,
suffer from paranoia and become suicidal, Stavins said. Libman
could not immediately be reached for comment at her St. Charles
home. Standau never reported the witchcraft therapy to officials
at Delnor because she trusted in the hospital, Stavins said,
but other staff should have recognized the bizarre proceedings
and interceded. Delnor officials said they investigated Standau
as soon as they got the first of two patient complaints. She
was investigated internally and contacted the Illinois Department
of Professional Regulation and the Geneva police. Libman is no
longer employed by Delnor and has not seen patients in the psychological
services program since January, said hospital spokesman Brian
Griffin. Hospital officials declined to comment on the outcome

- ANNAN WELCOMES UK COMMISSION ON AFRICA REPORT AS IMPORTANT
CONTRIBUTION TO SOLUTIONS
11 March 2005 – The report from Prime Minister Tony Blair's
Commission for Africa will be an important addition to the ongoing
search for solutions to "the foremost development challenge
facing the international community," United Nations Secretary-General
Kofi Annan said today. It will also be of assistance as he writes
his own report on the implementation of the Millennium Declaration,
a UN General Assembly document aimed at accelerating socio-economic
development, he said in a statement after the British Government
sent him a copy of the Commission's report.
- The 17-member Commission urges donor countries to increase
the present assistance to Africa to $25 billion in phases and
African Governments to increase economic growth, allowing them
to provide $12.5 billion from their own revenues. Calling for
the abolition of unpayable debts, the 453-page report says the
fight against "systemic" corruption should be strengthened
through good governance, which in turn would reduce the scope
for corruption and the funds that corrupt African dictators have
deposited in the banks of developed countries should be returned
to the countries of origin.
- "The amount stolen and now held in foreign banks is
equivalent to more than half of the continent's external debt,"
it says, quoting a European study. "Rich countries have
recognized the importance of the issue, and have made commitments,
such as that made by G-8 countries at Kananaskis (Canada) in
June 2002; but the amount of stolen money returned to African
countries is still relatively small," it says. The report
responds to Africa's call for help in dealing with the rapid
urbanization spotlighted especially by one Commissioner, Executive
Director Anna Tibaijuka of the UN Human Settlements Programme
(UN-HABITAT), who served on the panel in her personal capacity.
- It says Africa would need $50 billion by 2010, of which $20
billion should go to ports, roads, telecommunications and other
infrastructure.
- Another Commissioner, K.Y. Amoako, Executive Secretary of
the UN Economic Commission for Africa (ECA) who also served in
his personal capacity, said in Addis Ababa, Ethiopia, that the
report acknowledged "the legacy of colonialism (as well
as) the damaging impact of the structural adjustment years"
imposed by international financial institutions (IFIs). In addition,
there was "the odious debt built up by irresponsible borrowing
and irresponsible lending, the aid that was more designed to
help wealthy donors than the poor recipients and the Cold War's
fuelling of African conflicts and backing for dictators who were
hostile to their own people," he said.
- "No one doubts that African governments have made serious
mistakes," Mr. Amoako said, "but they have also repeatedly
faced obstacles placed in their path by the rich world. And this
must change if there is to be any progress."
- The report calls for actions to strengthen Africa's conflict
prevention and peacekeeping capacities, especially through the
African Union, "to enable the AU to act quickly and effectively
to prevent and resolve violent conflict."
- Welcoming the report, the Global Fund for to Fight AIDS,
Tuberculosis and Malaria, one of Mr. Annan's initiatives, noted
that the Commission calls for substantial new "investments
in people," both by donors and by African nations themselves,
and calls on the world's rich countries to fully finance the
Global Fund.
- At the Fund's replenishment conference, scheduled to take
place next week in Stockholm, Sweden, donors will entertain requests
for $2.3 billion in 2005, $3.5 billion in 2006 and $3.6 billion
in 2007. "We welcome the priority that the Commission for
Africa has given to providing insecticide-treated bed nets and
effective malaria drugs, as well as drastically scaling up the
battle against HIV/AIDS. These are key elements in the core business
of the Global Fund," said Fund Executive Director Richard
Feachem.

Protocol to the Vienna Convention on Consular Rights, which they
proposed in 1963 to allow foreigners the right to see their consular
authorities when jailed abroad, The Washington Post said Thursday.
- US Secretary of State Condoleezza Rice informed UN Secretary
General Kofi Annan of her administration's decision to "hereby
withdraw" from the protocol, in a two-paragraph letter dated
March 7, US officials told the newspaper.
- Proposed in 1963 by Washington and ratified in 1969 along
with the rest of the Vienna Convention on Consular Relations,
the Optional Protocol lets the International Court of Justice
(ICJ) intervene when suspects are denied the right to see a home-country
diplomat when jailed abroad...
The United States proposed the protocol to protect American citizens
abroad -- it was the first country to invoke it during the 1979
US hostage crisis in Tehran, but lately has seen it being increasingly
used by foreign governments and US opponents of capital punishment
to complain before the ICJ when their citizens are sentenced
to death by US courts. "The International Court of Justice
has interpreted the Vienna Consular Convention in ways that we
had not anticipated that involved state criminal prosecutions
and the death penalty, effectively asking the court to supervise
our domestic criminal system," State Department spokeswoman
Darla Jordan was quoted as saying by The Washington Post. Withdrawal
from the protocol, she added, is a way of "protecting against
future International Court of Justice judgments that might similarly
interpret the consular convention or disrupt our domestic criminal
system in ways we did not anticipate when we joined the convention,"
Jordan added. The protocol has been invoked lately by Mexico
for dozens of its citizens jailed in the United States, some
of whom have been sentenced to death.
- ICJ judges said on March 31 that 51 Mexican nationals held
in the United States had not been informed in a timely manner
of their rights to seek assistance from the Mexican consulate.
- The US Supreme Court is also set to review the case of a
Mexican sentenced to die in Texas, and legal analysts told The
Washington Post that Washington's decision to withdraw from the
Vienna protocol could make the court's review moot since the
United States is no longer obliged to bow to the ICJ in such
matters.
- "It's encouraging that the (US President George W. Bush)
wants to comply with the ICJ judgment" in the Mexicans'
case, said Frederic L. Kirgis, a professor of international law
at Washington and Lee University. "But it's discouraging
that it's now saying we're taking our marbles and going home."
Rice will visit Mexico City Thursday to meet with President Vicente
Fox. During her first visit as US Secretary of State to a Latin
American nation, she will discuss issues of bilateral concerns,
her office said last month in a statement. Bush and Fox, in turn,
will meet March 23, along with Canadian Prime Minister, Paul
Martin, near the US president's ranch in Waco, Texas, to discuss

relative to the USA Patriot Act. This bill states that the USA
Patriot Act shall not be recognized in the state of New Hampshire.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Five AN ACT relative to
the USA Patriot Act. Be it Enacted by the Senate and House of
Representatives in General Court convened: Purpose. New Hampshire
supports the constitutions of New Hampshire and of the United
States; therefore, New Hampshire is taking this position against
the USA Patriot Act, along with other states and communities,
because:
I. The USA Patriot Act blatantly violates both the constitutions
of New Hampshire and of the United States. Because of this violation,
the USA Patriot Act poses a greater threat to the security and
freedom of the residents of both New Hampshire and of the United
States.
II. It seems that the well being and security of the United States
and of the sovereign states is not truly of paramount interest
to the drafters of the USA Patriot Act since the drafters ignored
concerns of the generals of our Joint Chiefs of Staff that our
homeland security is at major risk because the federal government
has relinquished its Article 1, Section 8, Clause 3 responsibilities
by its actions of having given the United States production and
supply capability to foreign powers and influences, as a result
of treaties like GATT, NAFTA, treaties with the World Trade Organization,
and other ill begotten commercial treaties and agreements; which
means that if we or our allies are attacked we are in serious
jeopardy of not being able to supply our troops or our allies,
especially if we are attacked by the powers to whom we have given
our production capability.
III. With this in mind and to resolve this very serious homeland
security situation, New Hampshire is additionally insisting that
the nation and all the states rebuild our manufacturing and production
capabilities and accomplish this rebuilding with a similar philosophy
and the strategies our nation used when putting a man on the
moon.
2 Nullification of the USA Patriot Act. The state of New Hampshire
shall no longer recognize the USA Patriot Act, including any
subsequent rules, executive orders, or judicial interpretations
to have effect or to be binding on the state or on the residents
of this state.
3 Copies. The clerk of the house of representatives shall send
copies of this act to the President of the United States, the
New Hampshire congressional delegation, and to the speakers of
the house of representatives of the other 49 states.
4 Effective Date. This act shall take effect January 1, 2006.
Since the adoption of the USA Patriot Act by Congress, 342 cities
and four states have moved to reject or refuse to recognize it.
On July 27, 2004, Des Moines, Iowa's largest city, became the
second Iowa community to pass a resolution condemning certain
sections of the USA Patriot Act; the resolution included seeking
redress from federal officials.
Should New Hampshire's General Court (state legislature) pass
this resolution, it would join the growing ranks of elected public
officials throughout the states of the Union to find fault with
the USA Patriot Act. With Des Moines' adoption of their resolution,
the number of Americans represented by the cities and states
who have rejected the USA Patriot Act exceeds 53 million. That
number would increase by 1,287,687 with the passage of HB 520.
In Hew Hampshire, if both the House and Senate pass a bill or
agree on an amended version, it then goes to the Governor's desk
for approval. The Governor has five days to veto the bill or,
if the Governor takes no action within five days, the bill passes

- GAS PRICES ARE CAUSING FINANCIAL HARDSHIP
- Thirty-nine percent of U.S. investors say that higher gas
prices this year compared with last year have caused their households
financial hardship. Not surprisingly, the impact has been greater
on average investors (those having more than $10,000 but less
than $100,000 in investable assets), with 46% of them reporting
financial hardship compared with only 26% of substantial investors
(those having $100,000 or more in investable assets). Three in
four of those investors experiencing financial hardship -- whether
average or substantial investors -- say they are encountering
a great deal or a moderate amount of financial distress as a
result of higher gas prices. Of course, an even higher percentage
of the 60% of Americans who do not have at least $10,000 of investable
assets are likely to be feeling some level of financial hardship
as a result of increasing gas prices.
- More importantly, there has been a sharp increase in the
percentage of investors who feel today's higher energy prices
are likely to be permanent. In March, more than three in four
investors say they believe that the rise in gas prices is a permanent
change and not just a temporary fluctuation -- up from 56% in
May 2004. This change in perspective suggests that many consumers
may begin adjusting their buying preferences, as well as their
overall spending, with an eye toward a long-term decrease in
the level of their disposable income.

- CAMPUS SHOOTER WAS TAKING PROZAC

MINN.The teenager who shot five fellow students to death at his
high school had watched a movie about a school shooting with
friends earlier this month - skipping ahead to some of the most
violent scenes, a friend said Friday.Jeff Weise also was taking
the anti-depressant Prozac following a suicide scare last summer,
said Sky Grant, 16, a friend of Weise's since sixth grade.
- Grant said Weise brought the 2003 movie Elephant to Grant's
house on March 4, then skipped ahead to the parts of the movie
that show two students planning and carrying out a school shooting.
- The teens talked about the movie afterward, but Weise didn't
say anything that made them think he planned to emulate the movie,
Grant said. "It all seemed normal," he said.
- Authorities said they don't know what motivated Weise, 16,
to kill nine people before they believe he shot himself on Monday
at Red Lake High School. The dead included a teacher and a security
guard at the school; Weise's grandfather and his companion were
killed earlier at the grandfather's house... He said Weise told
him he was taking 40 milligrams a day of Prozac: 20 in the morning,
20 at night. Weise wrote: "I should've taken the razor blade
express last time around. ... Well, whatever, man. Maybe they've
got another shuttle comin' around soon?"

- NEW DETAILS ON F.B.I. AID FOR SAUDIS AFTER 9/11
New York Times - 3.27.05 - WASHINGTON, March 26 "...The
documents were obtained through a Freedom of Information Act
lawsuit against the Justice Department by Judicial Watch, a conservative
legal group, which provided copies to The New York Times.
- The material sheds new light on the aftermath of the Sept.
11 attacks, and it provides details about the F.B.I.'s interaction
with at least 160 Saudis who were living in or visiting the United
States and were allowed to leave the country. Some of the departing
Saudis were related to Osama bin Laden.
- The Saudis' chartered flights, arranged in the days after
the attacks when many flights in the United States were still
grounded, have proved frequent fodder for critics of the Bush
administration who accuse it of coddling the Saudis. The debate
was heightened by the filmmaker Michael Moore, who scrutinized
the issue in "Fahrenheit 9/11," but White House officials
have adamantly denied any special treatment for the Saudis, calling
such charges irresponsible and politically motivated.
- The Sept. 11 commission examined the Saudi flights in its
final report last year, and it found that no Saudis had been
allowed to leave before national airspace was reopened on Sept.
13, 2001; that there was no evidence of "political intervention"
by the White House; and that the F.B.I. had done a "satisfactory
screening" of the departing Saudis to ensure they did not
have information relevant to the attacks.
- The documents obtained by Judicial Watch, with major passages
heavily deleted, do not appear to contradict directly any of
those central findings, but they raise some new questions about
the episode.
- The F.B.I. records show, for instance, that prominent Saudi
citizens left the United States on several flights that had not
been previously disclosed in public accounts, including a chartered
flight from Providence, R.I., on Sept. 14, 2001, that included
at least one member of the Saudi royal family, and three flights
from Las Vegas between Sept. 19 and Sept. 24, also carrying members
of the Saudi royal family. The government began reopening airspace
on Sept. 13, but many flights remained grounded for days afterward.
- The three Las Vegas flights, with a total of more than 100
passengers, ferried members of the Saudi royal family and staff
members who had been staying at Caesar's Palace and the Four
Seasons hotels. The group had tried unsuccessfully to charter
flights back to Saudi Arabia between Sept. 13 and Sept. 17 because
they said they feared for their safety as a result of the Sept.

J. Kenneth Blackwell, has the support of the state's conservative
church leaders.
- COLUMBUS, Ohio - Christian conservative leaders from scores
of Ohio's fastest growing churches are mounting a campaign
to win control of local government posts and Republican organizations,
starting with the 2006 governor's race. In a manifesto that is
being circulated among church leaders and on the Internet, the
group, which is called the Ohio Restoration Project, is planning
to mobilize 2,000 evangelical, Baptist, Pentecostal and
Roman Catholic leaders in a network of so-called Patriot Pastors
to register half a million new voters, enlist activists, train
candidates and endorse conservative causes in the next year.
The initial goal is to elect Secretary of State J. Kenneth Blackwell,
a conservative Republican, governor in 2006. The group hopes
to build grass-roots organizations in Ohio's 88 counties and
take control of local Republican organizations..."We're
calling people to act, not just wring their hands in the pews,"
said Rod Parsley, senior pastor of the World Harvest Church
outside Columbus, who is considered a rising star in the religious
broadcasting world and will be an inspirational speaker for the
project. "We got people motivated last year, and then the
election was over. We don't want folks to think our work is over."
Republican officials are watching warily. The chairman of the
state party, Robert T. Bennett, warned that the decade-long dominance
of his party could be jeopardized if it was pushed too far to
the right. "This is a party of a big tent," Mr. Bennett
said. "The far right cannot elect somebody by itself, any
more than somebody from the far left can."
