- CATHOLIC RELIGIOUS ORDERS LET ABUSIVE PRIESTS STAY
- By Sam Dillon: The Roman Catholic religious orders that include
a third of the nation's priests will not expel sexual predators
from their ranks, leaders of the orders said yesterday. But the
leaders are debating ways to protect children from abusive priests
and whether the priests should be allowed to wear religious habits
as they continue their ministry. Meeting in an annual conference
in Philadelphia, the leaders of the 125 Catholic orders said
they considered it inappropriate to force sexual abusers from
their communities, which include the Jesuits, Benedictines, Dominicans

- OUSTED MEMBERS CONTEND JEHOVAH'S WITNESSES ABUSE POLICY HIDES
OFFENSES
- By Laurie Goodstein - William Bowen always considered himself
a devout Jehovah's Witness. As a child, he felt it was his duty
to go door to door passing out the church's magazine, The Watchtower.
Later, as an elder in his Kentucky congregation, he said he saw
it as his duty to inform church officials that a fellow elder
had abused a child. But when Mr. Bowen contacted the church's
headquarters in Brooklyn, he says, he was rebuffed. Frustrated
by the church's inaction and by its confidentiality provisions,
which he said prevented him from sharing the information with
others, Mr. Bowen resigned as an elder in December 2000. A year
later, he started a group to monitor child sexual abuse in the
church.
- Late last month, Mr. Bowen, 44, was excommunicated from the
church. Behind a locked door, with plastic bags taped over the
windows to ward off onlookers, he said, three church elders meeting
at the church's Kingdom Hall in Draffenville, Ky., found him

of the origin of "Our Lady of Guadalupe" and that she
is none other than a Catholicized version of the indiginous people's

Basilica of Our Lady of Guadalupe, shows a woman with native
features and dress. She is supported by an angel whose wings
are reminiscent of one of the major gods of the traditional religion
of that area. The moon is beneath her feet and her blue mantle

signifies that she is pregnant. Thus, the image graphically depicts
the fact that Christ is to be "born" again among the
peoples of the New World, and is a message as relevant to the
"New World" today as it was during the lifetime of

- BAPTISM OF FIRE FOR PASTOR WHO POSED FOR ENERGY COMPANY
- Bremen, Germany (ENI). A lively debate has broken out in
Germany over an advertisement for an energy company in which
a pastor poses in full clerical garb performing the baptism of
a nine-month-old baby. The advertisement carried on billboards
and in newspapers included the slogan: "The future of our
children begins by assuming responsibility. Including for our

- CANADIAN CATHOLICS WANT TO GO THEIR OWN WAY ON SOCIAL ISSUES,
POLL FINDS Vancouver (ENI). A poll released just prior to the
arrival of Pope John Paul II in Canada on 23 July for the Roman
Catholic Church's World Youth Day in Toronto suggests that a
majority of Canadian Catholics disagree with many of the basic
tenets of their church. The poll, commissioned by the Toronto
National Post newspaper, shows that 82 per cent of respondents
believe priests should be allowed to marry, and 80 per cent think
women should be allowed into the priesthood. Almost as many -
70 per cent - said that divorced persons should be permitted
to remarry, and 70 per cent favoured abandoning the church's

- WCC SEND PEOPLE TO ACCOMPANY VULNERABLE IN PALESTINE ISRAEL
- Geneva (ENI). Ten European Christians, soon to be joined
by two more, have arrived in Israel and Palestine to "accompany"
religious leaders, social and other service workers and peace
activists - all of whom are particularly vulnerable to the violence
that is plaguing the region. The 10 - from Germany, Denmark,
Sweden and Norway - are the initial participants in the World
Council of Churches Ecumenical Accompaniment Programme in Palestine
and Israel, approved late last year by the WCC's executive committee.

- NORTH AMERICAN AND EUROPEAN CHURCH LEADERS URGE RESTRAINT
WITH IRAQ
- Geneva (ENI). Leaders of two dozen mainstream North American
and British churches have called on their governments to halt
a "rush to war" with Iraq. In an open letter, the church
leaders urge their governments to exercise restraint in the face
of demands for military action to remove Iraqi President Saddam

- WCC HAS TO GRAPPLE WITH DIVERSE BELIEFS AS IT STRIVES FOR
UNITY
- Geneva (ENI). Tensions within Christianity - which professes
to be a "church universal" but which struggles with
divisions and disagreements about how to live out that unity
locally - continue to occupy a meeting in Geneva of the World
Council of Churches. "The church is at once universal and
local, diverse and one," Hermen Shastri from the Methodist
Church in Malaysia told the WCC's central committee, its main
governing body, which is meeting until 3 September. One of the
most contentious issues - the ordination of women - is to be
tackled next year at a consultation to be organised by the WCC's

- WORLD COUNCIL OF CHURCHES FACING FINANCIALLY 'UNSUSTAINABLE'
POSITION
- Geneva (ENI). The World Council of Churches is in a "financially
unsustainable position" and its central committee meeting
in Geneva will have to take decisions to restore "financial
stability", the committee has heard. Anders Gadegaard, on
behalf of the WCC's finance committee, said the council's audited
financial results for 2001 showed an operating deficit of CHF
5.9 million (US$3.91 million) or CHF 4.3 million more than budgeted,

- REFORMED CHURCHES TOLD TO ACT LOCALLY TO HALT NEGATIVE EFFECTS
OF GLOBALIZATION Oradea, Romania (ENI). Actions similar to those
used by Reformed congregations in Europe that helped bring down
the apartheid ideology of racism in South Africa could be used
to tackle the negative effects of globalisation, delegates at
a global meeting of church leaders have been told. This call
was made by Setri Nyomi, general secretary of the World Alliance
of Reformed Churches in an address to delegates at the world
body's European Area Council, held 18-23 August in Oradea, Romania.

- PROTESTING THE PROTESTANTS
- On July 7, "The Protestant Hour" radio ministry
will launch a television version of its show, adopt a new program
name, and welcome a fifth denomination, the United Church of
Christ, to a partnership that includes the United Methodist Church,
the Episcopal Media Center, the Evangelical Lutheran Church in
America and the Presbyterian Church (U.S.A.). The TV program,
"Day 1," will be part of the Hallmark Channel's "America
at Worship" on Sundays. Upcoming speakers on the radio and
TV programs will include United Methodist Bishop Woodie White.
"Day 1," also the new name for the radio series, refers
to the Lord's day, the first day of the week and the first day

- Evangelism is not recruiting people for heaven; it's for
changing the world into what it ought to be," the Rev. Tony
Campolo, an American Baptist Church clergyman, said at the Hunger
Summit in Washington. Jesus' only description of judgment day
is given in the context of how people treat the poor and hungry,
he noted. "One of the things we have to recognize,"
he said, "is that it's hard to preach good news to the poor

group each week, but you are probably studying the same Scripture

- HELPFUL TOOLS FOR REACHING UNSAVED TEENS
- July 14, 2002 - David Cloud, First, they have AN EXCELLENT
WEBSITE that is geared strictly to reaching unsaved teens: www.180zone.com.
It has an online Bible correspondence course, creation science
quotes, testimonies, an Ask Josh section, and other things. It
is well designed and attractive for teens without being worldly
and ultra silly, which, as most of you know, is exceedingly rare
today. Second, SearchLight has A SHORT, PROFESSIONALLY PRODUCED
VIDEO that contains testimonies by teens and a sound presentation
of the gospel. It even includes repentance! It gives the testimony
of teens saved from three backgrounds that are common to many
youth in North American today: a sports jock, a drug head, and
a religious but unsaved teen.

- The video has the web sight address for further contact with
seekers. Young people today are oriented to electronic media
rather than literature and this video can be an effective way
of getting the gospel to them. Third, SearchLight has an attractive
TEEN EVANGELISM BOOKLET containing interesting real-life salvation
testimonies. Through the years, I've preached in hundreds of
churches and it seems that very few are reaching lost teens in
their communities. These tools can be a great help in this important
task. The price of the materials is very low to encourage mass
distribution, and I've heard of several churches that purchased
hundreds of the booklets to distribute to teens in their towns.

- EARLY PENTECOSTAL CONFUSION
- Consider this description by Parham of what his students
were doing the day after Ozman began her tongues-speaking career:
"The next day I went down town and upon my return found
ALL THE STUDENTS SITTING ON THE FLOOR TALKING IN UNKNOWN TONGUES,
NO TWO TALKING THE SAME LANGUAGE, AND NO ONE UNDERSTANDING HIS
OR HER NEIGHBOR'S SPEECH" (Topeka Mail and Breeze, Feb.
22, 1901). This is strictly contrary to the Bible's teaching
about the genuine gift of tongues. The Bethel Bible School "tongues"
in January 1901 was disorganized, unedifying confusion, which
the Bible says is not of God (1 Cor. 14:33). The Bible says that
tongues are not to be used unless they are interpreted and even
then, the gift is to be exercised by only one speaker at a time
(1 Cor. 14:23-28). Further, Parham claimed that Ozman was unable
to speak in English for three days after her initial tongues
experience; whereas the Bible says a genuine prophet or tongues
speaker is in control of himself. "And the spirits of the
prophets are subject to the prophets" (1 Cor. 14:32). Ozman's

- ROMAN CATHOLICS FOLLOW-UP GRAHAM'S LATEST CRUSADE
- Friday Church News Notes, July 26, 2002 (David W. Cloud,
Fundamental Baptist Information Service, P.O. Box 610368, Port
Huron, MI 48061, 866-295-4143, fbns@wayoflife.org) - Billy Graham's
latest crusade, which was held in Cincinnati, Ohio, June 27-30,
included full participation of the Roman Catholic Church. In
preparation for the crusade, five Catholic parishes --

- Our Lady of Lourdes in Westwood, Our Lady of the Rosary in
Greenhills, Our Lady of the Rosary and Guardian Angels in Cincinnati,
and Trinity Center in Dayton -- presented week-long courses to
prepare Catholic counselors to deal with those who came forward
in response to Graham's invitations. According to Curtis Kneblik,
assistant director of evangelization for the Roman Catholic archdiocese
of Dayton, invitations were sent out to 9,000 Catholics to request
their participation in this training, and hundreds responded.
Priest Charles Bowes told his parish that the Graham mission
was a "golden opportunity to evangelize Catholics and to
help our parishà" (The Catholic Telegraph, May 10,
2002). When Catholic leaders refer to "evangelizing Catholics,"
they do not mean what Bible believers mean, that such Catholics
are unsaved and on their way to hell. They believe, rather, that
the Catholics who go forward at the Graham crusade already have
Christ through their infant baptism and that that they merely
need to be brought into a more active relationship with the Catholic
Church.

- When Catholics hear of "receiving Christ," they
do not think in terms of receiving Christ once-for-all through
faith in His blood. They think, rather, in terms of Catholic
doctrine, which teaches that they receive Christ continually
in the church sacraments, such as the mass, yet they can never
be assured of eternal life because the Catholic gospel is a mixture
of faith plus works. Kneblik admitted this when he said: "We
have an altar call every Sunday. Christ is truly present (in
the Eucharist). We have to stand up and walk toward Him like
they did on that field" (The Catholic Telegraph, July 12,
2002). This is the false christ of the mass. The Catholics who
went forward in the Graham crusade were subsequently invited
to join a Catholic study group in their area. The strong Catholic
participation was not mentioned in the official Billy Graham
material on the crusade, but the information can be found at
the Roman Catholic diocese web site. For many decades, Billy
Graham has turned large numbers of his converts over to false
teachers such as Catholic priests and modernistic Protestant

- US CENTER FOR WORLD MISSION NEW AGE FIASCO!
- I know this might sound a bit off, but the fact is that David
Yongi Cho (formerly Paul), a new ager, (his book "The Fourth
Dimension" adequately verifies this), is at the top level
of administration for the post-denominational church movement,
including AD 2000, the Lausanne Movement, GCOWE, and more...and
is "authority" to whom many millions of charismatics,
pentecostal, and main-line denominational churches (including
the World Council of Churches) are "submitting"..shepherding
theology, reconstruction theology, replacement theology, Faith
movement, "Spiritual Warfare". and more at its worst,
and politically demonic at the root...David is the brains, and
the Korean ‘church’ is the manpower (millions of workers
dispatched globally). They are conducting a door-to-door census
of every household on the earth, you heard me, the entire earth!
Under the guise of ‘evangelising the world’ by the
year 2000, they are databasing (GRM.org and XC.org) every home
according to ethnic and cultural base, their long-term (if you
want to think of 2000 as long-term) goal is to ‘mix’
the cultures. and nations of the world, the ‘peoplegroups’,
and to see to it that there is no longer any definable to distinct
race, culture, creed, or ‘peoplegroup’ left except
their ‘homogenized’ global village of ‘mix’.
(Odd the word ‘abomination’ has its root in the word
‘mix’ I think.) Anyway, the global village that they
are promoting is well on its way to fruition. That is why you
see Promise Keepers requiring its adherents to ‘mix’
with other congregations, ‘mix’ with other culture,
change neighbourhoods, churches etc. The only ‘sins’
of this movement are lacking ‘UNITY’, and not being
‘SUBMISSIVE’, period! They are relocating the populations
of the earth to the end that no group will find its identity

- DAVID YONGGI CHO
- Author and speaker, Dr. David Yonggi Cho, is senior pastor
of Yoido Full Gospel Church, the largest church in the world.
Located in Seoul, Korea, the congregation is comprised of over
750,000 members. When a young minister asked the reason for the
success of his church Dr. Cho said simply, I pray, listen and
obey. As a teenager, Dr. Cho converted from Buddhism to Christianity,
and God miraculously healed him of tuberculosis. In 1958, with
little more resources than a discarded marine tent, Dr. Cho began
conducting church services on the outskirts of Seoul. Dr. Cho,
a graduate of Full Gospel Bible College and Civil University
(both in Seoul), received honorary doctorates from Bethany Bible
College, Scotts Valley, California; California Graduate School
of Theology, Glendale, California; Oral Roberts University, Tulsa,

- YONGGI CHO Yonggi Cho is the charismatic pastor of the world's
largest church in Seoul, Korea. He continually fellowships with
Roman Catholic priests in his travels abroad. An example was
the National Church Growth Pastors and Leadership Conference
in Washington, D.C., May 1985. Cho appeared alongside of Catholic
priest Ray Kempt, Director of Worship and Parish Life of the
Catholic Archdiocese of Washington. This type of unscriptural
unity is Cho's working principle. Cho was a featured speaker
at the North American Congress on the Holy Spirit & World
Evangelization in New Orleans, July 1986 (North American Congress
meetings were also held in New Orleans in July 1987 and in Indianapolis,
August 1990). (Our reports on these meetings are contained in

- In that forum he yoked together with thousands of Roman Catholics
and joined Catholic priest Tom Forrest on the platform. Forrest
was there with a message from his boss, the Pope of Rome. Cho
was also a key speaker at John Wimber's Sydney, Australia, meeting
in 1991, joining hands in that forum with Catholic priests Tom
Forrest and Raniero Cantalamessa, and Catholic layman Kevin Ranaghan.
Forrest is the priest who at Indianapolis '90 said he praises
God for purgatory. Cantalamessa is the Papal preacher at the
Vatican. Ranaghan claims that the Roman Catholic Church alone
contains the fullness of God and truth and that the Pope is the
infallible head of all churches. Cho put his stamp of approval
upon these men's heresies by appearing with them in this forum
and treating them as of they were true men of God. Many other

- CELL CHURCH MOVEMENT
- David Yongi Cho, a Korean pastor, started the Cell Church
Movement in Seoul, Korea several years ago. His work changed
the church We are currently using a combination of the following
Cell Church Models:
- 1. Jethro Model This model is described by Dr. Ralph Neighbor
in his book "Where do we go from here?", and has successfully
been implemented by Dr. David Yongi Cho of Yoido Full Gospel
Church in Seoul Korea.
- 2. G12 Model Cesar Castelanos in Bogota, Columbia, has successfully
implemented this model. A full description of this model can
be found in the books of Dr. Joel Comiskey: "Cell Church
Explosion" and "Reap the Harvest".
- 3. J12 Model This model has been developed by described by
Little Falls Christian Center in Roodepoort, South Africa. It
is basically a marrying of the previous two models, and is currently
in use by Little Falls Christian Center and Bethany World Prayer

- FALWELL & CHARISMATICS
- Dr. Jerry Falwell has a long history of working with charismatics,
dating back to Moral Majority and PTL days. Charismatic leader
Stephen Strang, publisher of the movement's main magazine (Charisma),
paid a 1997 bridge-building visit to Falwell and came away praising
his openness to charismatics (see 10/15/97 CC). Falwell has platform-shared
and participated with several charismatics, such as at the 1996
Washington for Jesus Rally with Rock Church pastor John Gimenez.
(6/15/96 CC). He featured Jim Cymbala and his Brooklyn Tabernacle
choir at his Super Conference '99. Cymbala is reportedly a charismatic,
and indeed runs in those circles (see 9/15/99 & 2/1/01 CCs).
Falwell also paid tribute to and praised "false prophet"
Benny Hinn (8/15/00, 4/1/00, & 12/15/99 CCs). Falwell announced
in his 7/02 National Liberty Journal that John Hagee of Cornerstone
Church in San Antonio is a July 3 featured speaker at Falwell's
church. Hagee is a dynamic preacher against the moral sins of
our day but is solidly linked to the charismatic movement. He
has pulpit-shared with Hinn and Oral Roberts, and received an
honorary degree from ORU. Falwell had a long article in his 5/6/94
Liberty Flame titled "John Hagee: Heretic?" (see 6/15/94

- THE CULT OF JABEZ
- The Cult of Jabez is the title of a new 118-page book by
Steve Hopkins. He makes the case that the loud clamor of prayers
by millions in the wealthiest nation, making personal demands
that God "bless me, bless ME a lot, etc.," are drowning
out prayers of suffering believers. Hopkins says: "All across

were being birthed through them and the people were screaming

- WORLD COUNCIL CELEBRATES ANNIVERSARY OF LANDMARK ECUMENICAL
CONFERENCE Friday Church News Notes, September 6, 2002 (David

Port Huron, MI 48061-0368, fbns@wayoflife.org) - Leaders of the
World Council of Churches (WCC) gathered on August 25 to celebrate
the 75th anniversary of the first World Conference on Faith and
Order. That meeting, which was held in Lausanne, Switzerland,
marked an important stepping-stone to the formation of the World
Council in 1948. The vision of the latter is to bring all denominations
together in an ecumenical unity that disregards doctrinal differences.
Today the WCC has 342 member denominations, including Baptist,
Presbyterian, Anglican, Methodist, Quaker, Pentecostal, and Orthodox.
The Roman Catholic Church has been a member of the WCC's Faith
and Order Commission since 1968. Catholic Cardinal Walter Kasper
sent a message to the anniversary meeting and called for greater
unity. The radical nature of the World Council is documented
in the Way of Life Encyclopedia of the Bible & Christianity.

- ANOTHER DECEIVED CHRISTIAN ROCK GROUP

48061-0368, fbns@wayoflife.org) - The concept of Christian rock
is founded upon many false philosophies. This is illustrated
by two quotes of the group Souljahz from an interview on August
14 with CCMCentral.com. The first quote: "We're really not
trying to shove anything down people's throats, and say, 'You
gotta do this, you gotta do that.' We're just trying to say,
'This is an alternative that we have found, and many other Christians
in the world have obviously found to be something that's so real.'"
This is the low-key, positive-only approach so typical of CCM,
yet this is not what we see in the Bible. Paul, for example,
proclaimed to the people at Athens that God "now COMMANDETH
all men every where to repent" (Acts 17:31).

- The second quote: "Jesus a lot of times would tell people,
'Don't tell anybody who I am, because it's not time for everybody
to know yet.' … He showed them how to live by His own example.
Then He got to the point where He would preach, 'The only way
through Heaven is through Me.' You know what I mean? He didn't
come out initially trying to push that in people's faces."
This is such an unscriptural statement. Jesus started His public
ministry by preaching repentance (Matt. 4:17) and He preached
repentance boldly to the end. Christ loved people and He came
to seek and to save that which was lost, but there is not a hint
in the Gospels that He felt He needed to win people over through
His life before He preached to them. We are commanded to preach
the gospel to every creature, not merely to entertain sinners
with "christianized" rock music.

a pastor poses in full clerical garb performing the baptism of

- Rowan Williams, the new Archbishop of Canterbury, is scheduled
to be inducted as an honorary druid next month at a convocation

circle of stones similar to Stonehenge in England. Williams claims
there is no connection with paganism, but that claim is untenable.
Druidism is a pagan religion started in England centuries ago.

- ECONOMIC EFFICIENCY [MUST READ]
- Important read for everyone. It will answer questions you
have had in your daily transactions when someone transgressed
unexpectedly. Believe it or not, 'economic efficiency' is the
culprit that caused the thousands of dedicated, hardworking Americans
to lose their investments and retirement incomes. Why, because
this law has been practiced and taught in law schools over the
last 15 to 20 years. This philosophy has to do with the New World
Order which is about money. It teaches that a manager may break
the law if it is financially more efficient, in other words more
economically efficient. The motto is to pay the fine. The financial
world apparently is not based on morality anymore.

- This concept came up when Cynthia Williams, a Professor at
the Law School of the University of Illinois College, was asked
where the morality was in these CEOs who raised their earnings
up to 575%, pay no taxes, get hundreds of millions of tax rebates
even though they do mostly off shore transactions and walk away
with billions without a jail sentence. Professor Williams stated
that every time there are stock holder's decisions they are supposed
to file a statement to the FCC and the FCC is underfunded. They
do not have the personnel to evaluate thousands upon thousands
of these filings.

- There is literally no enforcement. 85% of the CEOs admit
that they cheat at golf. The rule for corporate accountability
is accurate financial statements which are critical to the market
and they are required to show accountability and maximize the
shareholder's wealth not their own. The CEOs work for the shareholders.
They are hired by them. $2 trillion dollars worth of records
relating to social economic matters of public interest are not
available nor disclosed. Consumers have lost $6 trillion to corporations
and where are the penalties? The crash of 1929 lasted four years.
80% of stock was lost during that time. Only 2% of American citizens
owned stock compared to 50% today.

- The shareholders are out of the loop. They have no voice.
They have no idea that the philosophy of law and economics does
not protect them. To violate the law if it increases profit is
taught by 80% of the teachers and pounded into student's heads,
was said at this conference about corporate crime. It facilitates
economic efficiency. If a manager should violate a law to make
gains, only the CEO wins. It pays well to breach a contract,
do it because it is economically efficient. The fines don't go
the shareholder but the government. The result has the effect
of what is happening. The reason the CEOs stayed quiet about
their deeds was to maximize their take. The Reagan administration
was about economics and globalism. Deregulation of the market
is behind it. Moral values have ceased to exist even if they
are telling us that we are under God. They speak with forked
tongues.

to avenge the murder of their loved ones, relatives of about
900 people killed in the Sept. 11 attacks filed a lawsuit on
Thursday against three Saudi princes, several foreign banks and
Sudan's government for allegedly funding Osama bin Laden and
his al-Qaida network.

- "The terrorists were wrong, but the people who aided
and abetted and allowed them to do this are more wrong,"
said Matthew Sellitto, a plaintiff in the lawsuit, whose 23-year-old
son died in the World Trade Center in New York on Sept. 11.

named in this action have the blood of my son on their hands,''
he said, his voice breaking, during a news conference announcing
the lawsuit. ''And they have the blood of more than 3,000 other
precious, irreplaceable people on their hands. And we will hold
them accountable."
- In a civil lawsuit filed in U.S. District Court in Washington,
relatives of hundreds killed in the attacks and some Sept. 11
survivors accused seven international banks operating mainly
in the Middle East, eight Islamic foundations and charities,
the government of Sudan and a number of individuals of helping
fund terrorist activities.
The lawsuit, filed by individuals from across the United States
and at least six other countries, asked for damages exceeding
one hundred trillion dollars. The lawyers said they were seeking
"hundreds of billions" of dollars in damages. Individuals
named in the suit included Saudi-born extremist Osama bin Laden
and several of his relatives, as well as three members of the
Saudi royal family: Turki al Faisal al Saud, Sultan bin Abdul
Aziz al Saud and Mohammed al Faisal al Saud.
- The United States has blamed bin Laden and al-Qaida for the
Sept. 11 attacks that killed more than 3,000 people. Lead attorney
Ron Motley, who said intelligence agencies from five countries
had helped provide information used in the suit, said the plaintiffs
had "no delusions" about the case, recognizing that
it would be a long struggle to win in court and stop the financing
networks.

- "This civil action seeks to hold those responsible for
a more subtle and insidious form of terrorism, that which attempts

resources and support network of these defendants -- charities,
banks and individual financiers -- are what allowed the attacks
of September 11, 2001, to occur," it said. "Terrorists
like Osama bin Laden and his al-Qaida network cannot plan, train
and act on a massive scale without significant financial power,
coordination and backing."

who financed them so they will never again have the resources
to commit such atrocities against the American people,"
said Deena Burnett, whose husband Thomas Burnett died on the
hijacked airliner that crashed into a Pennsylvania field. "By
filing this lawsuit, this is our only source of retribution,
our only source of action to help stop them." The 259-page
lawsuit alleged that members of the Saudi royal family were implicated
in the Sept. 11 attacks. Fifteen of the 19 hijackers who commandeered
airplanes on Sept. 11 were Saudi nationals. The lawsuit alleged
that Saudi money has "for years been funneled to encourage
radical anti-Americanism as well as to fund the al-Qaida terrrorists."
Saudi Arabia has denied any involvement and repeatedly has said
its relations with the United States remained strong. Top Bush
administration officials have said publicly that ties between

who earlier sued to remove "under God" from the Pledge
of Allegiance, has now sued to remove chaplains from the United
States Congress. He claims that it is unconstitutional for the
House of Representatives and Senate to hire chaplains to lead
in prayers and perform various religious duties. This thinking
is based on the erroneous contemporary judicial theory that the
Constitution erects a "wall of separation" between
the government and religion. In reality, the Constitution does
not promise that the government will be free FROM religion but
that the government is restricted from ESTABLISHING religion.

- The framers of the Constitution wanted to forbid the government
to establish a state church such as that then existing in England
and most European countries. The authors of the Constitution
certainly did not dream of keeping religion out of government.
James Madison, the very author of the U.S. Bill of Rights, also
hired the first chaplain for Congress. The Constitutional Convention
itself, in fact, had a formal recess for prayer, preaching, and
fasting! Newdow is merely using the courts in an attempt to push
his godless agenda on the nation. It appears that Newdow misrepresented
himself in the earlier Pledge case. He implied to the court that
he had custody of his daughter, when in fact her mother has sole
custody, and he failed to tell the court that his daughter and
her mother are Christians and are not opposed to the words "under
God." Senate Minority leader Trent Lott rightly called Newdow's
most recent case an "attack upon religious liberty."

plans for quarantining Americans who might be exposed to a highly
contagious smallpox patient, addressing sensitive questions of
how to hold people, possibly against their will, in case of a
bioterror attack. The planning, still in draft form, addresses
complex logistical and policy questions, including where people
would be kept while waiting for officials to confirm a smallpox
case and, if necessary, administer vaccinations. "It's not
pretty to think through these type of doomsday scenarios, but
it's important to start to put yourself there and imagine things
unfolding if you want to anticipate how to react," said
Marty Cetron, a quarantine expert at the Centers for Disease
Control and Prevention. Within the next few weeks, the plan will
be circulated among top federal officials and others involved
in the preparation, said Cetron, who co-chairs a CDC working
group on the issue. The group began with this scenario: Officials
get word that an international flight is headed for the United
States with a smallpox-infected passenger aboard. The case would
be fairly easy because the people would be in one place and health

- FLORIDA COURT BARS USE OF VOUCHERS
- MIAMI, Aug. 5 - A judge in Tallahassee ruled today that Florida's
school voucher program is unconstitutional and barred students
in public schools from using vouchers to attend private schools.
The judge, P. Kevin Davey of Leon County Circuit Court, struck
down a 1999 Florida law that gives money to students from poorly
performing public schools to pay tuition at private schools,
including ones run by churches. In his decision, Judge Davey
wrote that the Florida Constitution was "clear and unambiguous"
in prohibiting public money from being used in any sectarian
institution.
"There is scant room for interpretation or parsing,"
he wrote. "While this court recognizes and empathizes with
the salutary purpose of this legislation — to enhance the
educational opportunity of children caught in the snare of substandard
schools — such a purpose does not grant this court the authority
to abandon the clear mandate of the people as enunciated in the
Constitution." Teachers groups and civil rights organizations
called the ruling a victory for public schools. "Vouchers
violate the Florida Constitution by taking taxpayer dollars from
our struggling public schools and diverts them to private and
overwhelmingly religious schools," said a statement from
Maureen Dinnen, president of the Florida Education Association,
which was a plaintiff in the case.
About 9,000 students in 10 Florida schools that had received
poor performance ratings were eligible this year for the vouchers
under the program that was overturned, the Opportunity Scholarship
Program, according to the Florida Board of Education. Parents
of 659 students had applied for the vouchers for the school year
that begins next week.
Gov. Jeb Bush, who instituted the program, said the state
would appeal.
"Today's ruling puts in jeopardy the education of hundreds
of children in Florida," said Governor Bush, a Republican.
"It is my hope that those children will be able to continue
to attend the schools their parents have chosen."
While hundreds of students intended to start using the vouchers
next week, fewer than 50, from two Pensacola elementary schools,
were already attending private schools under the program. Their
fate is unclear, said Ronnie Arnold, director of public relations
for the Escambia County School District.
Mr. Arnold said it would be impossible to comply with the
judge's order by the start of school next Tuesday. There would
be no way, he said, "to round up 46 kids and get them into
their neighborhood schools."
The district would take a "wait and see" position,
he said, and leave the students in their current private schools
until the appeal is decided.
- The ruling today comes two months after the United States
Supreme Court upheld a voucher law in Ohio under the more lenient
standards of the United States Constitution's establishment clause.

to collect tiny electric signals that all brains and hearts transmit.
Computers would apply statistical algorithms to correlate physiologic
patterns with computerized data on travel routines, criminal
background and credit information from "hundreds to thousands
