Thank you for your input, together with another you have supplied me with good information and links. Apart from the Food Council (www.foodcomm.org.uk).  They are concerned and opposed to food irradiation, although they are now coming across increasing secrecy, they are UKs largest independant food research group. I was getting nothing on my searches ecepts links to one or two countries Nuclear industries (one being India). I also came across the fact that the USA and EU, are irradiating imported spices for causing microbial safety. (Times of India 13th July 1998 -Spice exporters seek information on irradiated foods).
 
Since I have received replies to my inquiries, (I have placed links at the end), I have briefly put to together the following:-
 
The major player appears to be the International Atomic Energy Agency. (yes there were some big names, Wal-mart, Kraft etc) However 'this is a technology looking for a market', (this is a quote from a book published in 1991) and at the end of the day the source is Nuclear. Other companies will gain, but without the Nuclear industry, there is no base product.
 
If I am correct the Symbol of the IAEA (Atomic Rings, surrounded by the UN Wreath in a circle,) appears to indicate a UN link or base. (The Universal Postal Union, has its own symbol inside a UN Wreath - I know for certain that the UPU is UN controlled).
 
This is a technology, that the Nuclear industry orginally developed, sold to the food market, basically as a means to profit. I do not for one moment believe that there was any hidden agenda at first. Yet I expect, others have seen further avenues of use,  it is suspected that it is a carcinogenic forming process...
 
The secrecy, was orginally due to public opposition... and I suspect there could be another reason for this.
